Update September 10, 2021 – Review of the DA determination is on the agenda for the Council meeting on 13th September.
August 13, 2021 – At the 2 August 2021 WCC meeting, a motion was passed calling for the WLPP to review DA 2021/5. The APA is waiting for clarification by Council on next steps and a timeline.
July 26, 2021 – Scaffolding has been erected for removal of hazardous materials, but work is paused during the construction lockdown. WCC has advised the APA that architects are working on the construction set of drawings as well as sketches/images of the changes required to comply with the DA conditions. Once available, APA & WSPA will meet with WCC to discuss.
July 8, 2021 – Work has commenced on the site of the former Artarmon Bowling Club.
June 24, 2021 – The Willoughby City Council has added new concept drawings of the last minute changes to the DA. They can be viewed HERE.
May 25, 2021 – The Willoughby Local Planning Panel has passed the (DA) 2021/5 for the former Artarmon Bowling Club without any of the key changes requested by the community through the APA submission- The APA has lodged a complaint with the Willoughby City Council CEO. The letter can be seen HERE.

April 24, 2021 – Community consultation on Artarmon Parklands Pavilion DA-2021/5 closed on 16 March 2021. WCC has advised Willoughby Local Planning Panel will consider the Development Application on 25 May 2021.

January 23, 2021 – DA-2021/5 – The council submitted the Development Application late December and community consultation is now open until 16 March 2021. December 14, 2020 – Council has advised the lodgement of the Development Application and associated community consultation on the Artarmon Parklands Pavilion concept design (former Artarmon Bowling Club) will occur in December 2020.
November 10, 2020 – The latest submission to the Willoughby City Council from the Artarmon Progress Association (APA) and the Willoughby South Progress Association (WSPA) can be seen HERE. October 19, 2020 – The APA recently met with Council to discuss Council’s changed community consultation schedule and ways to work more collaboratively in future. Key outcomes included:
Consultation: APA (and WSPA) have been invited to provide feedback to Council on the concept design by 9 November. Please send your feedback to the APA secretary (see HERE for contact details) by Monday 2 November 2020 The next community-wide consultation on the concept design will occur in November 2020 as part of the Development Application public exhibition (supporting documentation and the Environmental Impact Statement will be provided). Council has confirmed it will then seek further feedback from the community on the detailed design which will incorporate proposed building materials, heritage and sustainability considerations.
Communication between the APA & Council: Council will brief the APA on the top 10 projects relevant to Artarmon at the start of each financial year to increase community knowledge of upcoming projects and permit community input in the early stages of concept and design. Council advised of a proposed Interactive Project Page to facilitate community access to updates on major projects (implementation likely in 2021/22).
October 9, 2020 – The August community consultation appears to have been bypassed. The council has new information regarding the proposal that can be seen HERE. July 25, 2020 – Concept designs were received from the Architect in June and presented to Councillors. The concept designs are currently under review . The next community consultation phase will commence in August followed by a briefing to Councillors. Following consultation, Council will commission detailed designs of the building. The DA is anticipated to be lodged in November 2020 and statutory consultation with the public will occur in accord with the Willoughby Community Participation Plan. This will include a mail out to neighbouring residents, the APA and Ward Councillors and will also include individuals who have previously made representation on this matter. An on-site notification sign, as well as advice on Council’s website, will also be provided.
All Willoughby residents can now donate their empty bottles and cans to support Artarmon Parklands Community Garden. This is a great initiative supported by the Artarmon Progress Association.

Update August 13 2021. – Local Environmental Plan (LEP) The new LEP will be released for community consultation soon (awaiting approval from the NSW Government). LEPs are the main planning tool to shape the future of communities and ensure local development is done appropriately. APA is keen to engage the community on this important topic.
Council resolved to support the Local Centres Strategy on 9 Dec 2019 with a reduction in height on the Hampden Rd section between Jersey and Francis Roads from the recommended 8-10 storeys to 4-5 storeys. A further briefing was provided to Councillors to fully inform them of the implications of the resolution passed at the meeting. Staff are enacting the Council resolution. Update September 20, 2021 – Stage 2 DA – Mirvac has just lodged an application to modify the basement design of the approved Stage 2 DA for the site to allow for the required 21 visitor parking spaces. Mirvac has advised the proposed design changes relate to works below ground level only and will not alter the approved design of the ground plane or above-ground built form of the project.
September 10, 2021 – Communication from Mirvac regarding out-of-hours work required to install and connect a new Sydney Water Watermain along Artarmon Road (between Willoughby Road and Scott Street). The installation of the watermain is to connect the new development to the Sydney Water network and also improve reliability and supply to the neighboring area. The works are scheduled to commence from early September. Any disruption to water supply is expected to occur overnight in February and affected residents will be notified.
Due to the location of the approved works and their proximity to a major arterial road and critical intersection, these works need to be performed out-of-hours to ensure RMS compliance. At times there will be changed traffic conditions while works are being undertaken, including two-way contra-flow with localised traffic controllers while works take place along Artarmon Road. While works take place at the Artarmon Road/Willoughby Road intersection, there will be one lane flow of traffic with traffic controllers on Willoughby Road with a detour/resident-access-only to Artarmon Road between Willoughby Road and Edward Street.
In recognition of the anticipated impact to adjacent residents Mirvac will be communicating with residents through two letterbox drops about the works and an online Information Session on Tuesday 31st August.
August 13 2021. – Removal of the Channel 9 TV Tower is progressing. For the first stages of removal see this YouTube footage.
May 12, 2021. – All site trucks are required to enter and exit via Willoughby Road however many are using Artarmon Road. WCC has advised that: Ranger Team Leaders have identified this location as a priority and will monitor the site more frequently. Multiple infringements have been handed out. The APA has contacted Mirvac about the regular disruption on Artarmon Road for road users, including one lane only road passage, and has asked that disruption be contained as far as practicable, and work scheduled for quieter times.

April 24, 2021 – Construction of one side of the raised wombat crossing has been delayed due to unexpected sewerage & telecommunication services located underground and weather. Once complete, hopefully in the next 1-2 weeks, work will commence on the other half of the road (to complete the wombat crossing).
January 23rd, 2021 – starting with the construction of a raised pedestrian crossing on Elizabeth Street (approx. 3 months of work) followed by streetscape improvements to Wilkes Avenue plaza including installation of new street furniture and decorative lighting (approx. 2 months of work). Update September 10, 2021 – WCC Traffic Committee has approved the plans for the two bike paths between Chatswood and St Leonards.
- runs alongside the Pacific Highway from Chatswood to St Leonards
2. runs alongside Hampden Rd, through the Artarmon local centre and then runs along Herbert St to St Leonards.
APA still has concerns about the route through the Village along Hampden Rd: Impact of proposed new traffic lights at Brand St on traffic flows, No detail of the bike path through Artarmon Village and how the interaction with parked cars, pedestrians would be managed. Removal of pedestrian refuge near Cleland Park, Loss of the turns into Cleg St westbound from Herbert St. We encourage members to make their views known to Council.
June 24, 2021 – The Chatswood to St Leonards Bicycle Route via the Pacific Highway Share path draft plans are available HERE. After feedback from the community the Artarmon Progress Association has submitted a response generally supporting the plans. The submission can be seen HERE.

July 25, 2020 – Community consultation on the bicycle route from Chatswood to St Leonards via the Artarmon Local Centre recently closed. The concept design for bike facilities through the Artarmon Local Centre on Hampden Road between Brand Street and Jersey Road was excised from the Plan and will be consulted on separately as part of the public domain improvements in the Artarmon Local Centre. Other bike routes via the rail corridor and adjoining the Pacific Highway will be consulted on separately. More information can be found HERE. March 21,2020. The Artarmon Progress Association has expressed its strong objection to the Willoughby City Council on the Development Application proposed for 84 Hampton Road Artarmon.
